Renewing Opportunity in the American Dream to Housing Act/ROAD to Housing Act

The “Renewing Opportunity in the American Dream to Housing Act of 2025,” or “ROAD to Housing Act,” is a comprehensive package that contains dozens of proposals introduced by Senators from both parties. The legislation includes several bills supported by NCSHA, most notably the HOME Investment Partnerships Program Reauthorization and Improvement Act. The Senate Banking Committee passed this legislation on October 9, making it the first bipartisan housing bill to advance through the Senate in more than a decade. 

It passed as part of the National Defense Authorization Act for Fiscal Year 2026 (S. 2296). The bipartisan bill addresses housing supply, homelessness, and homeownership, but was later removed from the House version of the NDAA in December 2025, requiring further negotiations.
