HOME-ARP

Under Section 3205 of the American Rescue Plan Act of 2021, the US Department of Housing and Urban Development (“HUD”) established the HOME Investments Partnership - American Rescue Plan (“HOME-ARP”) Program for the purpose of providing affordable housing, shelter, and supportive services to qualifying populations who are homeless, at risk of homelessness, or other unstably housed.

The State of Mississippi received an allocation of $38,094,321 in HOME-ARP funding which is administered by the Mississippi Home Corporation (“MHC”).  HOME-ARP funds can only be utilized to primarily benefit “qualifying populations”.  HOME-ARP defines Qualifying Populations as individuals or families that are (1) homeless, (2) at risk of homelessness, (3) fleeing, or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking; (4) part of other populations where providing supportive services or assistance would prevent a family’s homelessness or would serve those with the greatest risk of housing instability; or (5) veterans and families that include a veteran family member that meet the criteria in one of the (1) – (4) above.

HOME-ARP funds activities include: (1) development and support of affordable housing, (2) tenant-based rental assistance, (3) provision of supportive services; and (4) acquisition and development of non-congregate shelter units.
