Notice of Funding Availability (NOFA) under the HOME-ARP

Mississippi Home Corporation hereby notifies interested organizations of the availability of funds for the HOME-ARP funds, Tenant-Based Rental Assistance (TBRA), and Supportive Housing activities, to assist applicants in the qualified population (QP) quickly regain stability in permanent housing. The HOME-ARP program is a competitive grant that awards funds to private nonprofit organizations. The HOME-ARP program is funded by the U.S. Department of Housing and Urban Development (HUD) and administered by Mississippi Home Corporation (MHC). The HOME-ARP application for TBRA and Supportive Services is a one-time application that can be renewed annually by awarded agencies until September 30, 2029, based on their previous year’s performance and funding availability. Additionally, funds not expended during the first contract term may move forward to the next grant year.

Funding Availability and Funding Caps
When applying for HOME-ARP funding, agencies can request between $100,000 and $300,000 for Supportive Services, and $100,000 to $500,000 for Tenant Base Rental Assistance. However, it is important to note that the caps do not ensure that your agency will receive the exact amount requested. The final amount awarded depends on the available funds and the number of agencies receiving funding, and the agencies’ financial capacity. As a result, it is possible for agencies to receive less than $100,000 in their contract award.

Eligible Entities

  • Eligible applicant organizations include private nonprofit organizations with a 501(c)(3) tax-exempt status.

Threshold Requirements

  • The applicant is an eligible applicant.
  • The applicant is registered with sam.gov and provides a unique entity identifier (UEI).
  • The application is fully complete.
  • Nonprofit must submit proof of good standing with the Secretary of State for Mississippi.
  • Applicants must not have any unresolved audit or monitoring findings associated with the programsmanaged by MHC or HUD.
  • Applicants must disclose any loan or grant received from HUD or MHC for which HUD or MHC has issued aletter of findings associated with use of an MHC operated program. Applicants must provide evidence thatfindings have been resolved. MHC may disqualify the applicant from consideration in funding based on thisinformation. Findings may include, but are not limited to, failing to submit required reports.
  • The applicant must disclose all other grants and funding sources used to support activities and staff.
  • The applicant must have experience in providing services to the qualified population.
  • Interested organizations must provide proof of financial viability. While this is an open solicitation,preference will be given to projects that exhibit a collaborative effort among different service providers.
  • The applicant must have program-specific audit if they expended $750,000 or more in Federal awards during the last fiscal year §200.501.
  • The applicant must be able to provide their audits, financial statements, and tax forms (IRS 990) for the last three years.
  • Homeless participation. If a sub-recipient is unable to meet the participation of homeless individuals’ requirement in section 416(d) of the McKinney-Vento Act, the sub-recipient need not obtain approval of a formal waiver so long as the sub-recipient develops a plan to consult with homeless or formerly homeless individuals in considering and making policies and decisions regarding any facilities, services or other assistance that receive HOME-ARP funding.
  • The applicant must disclose if they received any grants from MHC or HUD for which MHC or HUD has de-obligated part or all of the grant.
  •  Current or potential partnership with Developers.

Eligible Cost TBRA:

HOME-ARP funds may be used to provide rental assistance, security deposit assistance, utility deposits, and utility payments to qualifying households. HOME-ARP may pay up to 100% of these costs for a qualifying household.

Eligible Cost Supportive Services:

There are three categories specifically included as supportive services under HOME-ARP:
1. McKinney-Vento Supportive Services: McKinney-Vento Supportive Services under HOMEARP are adapted from the services listed in section 401(29) of the McKinney-Vento Homeless Assistance Act (“McKinney-Vento Supportive Services”) (42 U.S.C. 11360(29)).
2. Homelessness Prevention Services: HOME-ARP Homelessness Prevention Services are adapted from certain eligible homelessness prevention services under the Emergency Services Grant (ESG) regulations at 24 CFR Part 576.
3. Housing Counseling Services: Housing counseling services under HOME-ARP are those consistent with the definition of housing counseling and housing counseling services defined at 24 CFR 5.100 and 5.111, respectively, except that homeowner assistance and related services are not eligible HOME-ARP activities.
